Preheat oven to 350°
Place cornmeal, oil, cooked rice and garlic in a bowl.
In a saucepan, bring water to boil and pour over the cornmeal mixture and stir.
Add cheddar cheese and stir again.
Form the mixture into 3-inch patties with your hands.
Place on baking sheet and bake for 30 minutes. Cool before serving and store in a sealed container in the refrigerator.
